Why do internal motivations and expectations create better writing?

When we know their internal motivations, we understand why they want what they want externally, and then we relate to them. And when we relate, we want what they want. And when we want what they want, have a stake in their external desire for the scene and we feel tension about not getting that desire. Tension evokes emotion.
